I have the honour to acknowledge receipt of Your Excellency's despatch of 12th November last, transmitting a copy of a representation which you had made to the Ministers of the Tsungli Yamen on the subject of the kidnapping of a Chinese subject in the waters of this Colony.
I have now the honour to transmit, for Your Excellency's information, copies of the evidence which has since been taken in this matter and also of an opinion of the Acting Attorney General on the case.
You will see that he considers that there is no doubt that the man in question was first decoyed to Victoria from Heung Shan in British Kowloon where...
